The case for the CLLP
The leadership credentials historically available to LTACH executives — nursing home administrator certifications, acute‑care leadership programs, and hospital management certificates — were all built for different operating models, different regulatory pressures, and different patient‑acuity profiles. None were designed to address the unique risk concentration, CMS enforcement exposure, or financial volatility inherent to the LTACH environment.
Until now, there has never been a credential that signals verified competence in the LTACH risk domain — a designation that demonstrates mastery of the regulatory architecture, operational levers, and clinical‑quality drivers that determine LTACH performance and stability.
The CLLP™ stands as the institution‑defining credential engineered to elevate LTACH leadership capacity and systematically mitigate risk across the nation’s highest‑risk care environment—an arena that demands consistent, uncompromising executive discipline, precision, and evolving world‑class knowledge specific to the LTACH model.

The CLLP is governed by an independent Credentialing Board whose members are active LTACH practitioners and individuals with prior LTACH executive experience who now serve in leadership roles across other healthcare settings. The Board sets certification standards, validates the examination blueprint, reviews appeals, and ensures the CLLP remains current as the regulatory and clinical landscape evolves. Board members serve in a voluntary capacity and are selected for their breadth of LTACH experience, geographic diversity, and professional standing. No member of the Board is employed by the LTACH Leadership Institute.

The CLLP™ Credentialing Board exercises legitimate, independent certifying authority. That authority does not derive from a governmental entity, a trade association, or an external accreditor. It is established through the Board's formal governance structure, the rigor and transparency of the standards it promulgates, the psychometric defensibility of the examination it validates, and the professional qualifications of the subject matter experts who constitute its governing body.
The CLLP is built with the rigor that makes a professional credential defensible — independent governance, psychometrically validated examinations, and transparent published documentation. That rigor is present from the very first credential awarded — not retrofitted onto a program that was designed without it.
The Credentialing Board exercises exclusive jurisdiction over all certification functions — free from operational, commercial, or institutional influence. No member of the Board is employed by the LTACH Leadership Institute.
Every competency domain, examination blueprint, and eligibility requirement is grounded in a formally validated Job Task Analysis of LTACH leadership practice — anchored in documented evidence of the profession, not academic theory.
The CLLP examination is developed and maintained under professional testing specifications — item-writing protocols, content validation, security controls, and ongoing psychometric monitoring — consistent with the quality-assurance expectations applied to high-stakes certification programs.
Regulatory Framework
The CLLP™ operates within a deliberate separation of roles. The LTACH Leadership Institute, LLC owns the CLLP™ trademark and administers the certification program — it builds the curriculum, manages the application and examination process, and supports candidates and the employers who sponsor them. It does not decide who is certified. That authority rests entirely with the CLLP Credentialing Board, an independent body of LTACH practitioners and executives that sets the competency standards, validates the examination, and confers the credential. The Institute supports the credential; the Board governs it. The framework below defines how that authority is exercised — the structural, procedural, and impartiality provisions under which the Board operates, free from operational or commercial influence.
The CLLP™ certification program is administered within a formally constituted internal regulatory regime that reflects the structural, procedural, and impartiality requirements recognized in accreditation frameworks such as ISO/IEC 17024 and the NCCA Standards. Pursuant to §4.2 (Governance Authority), §8.2 (Competency Determination), §9.1–9.6 (Examination Development and Validation), and §4.3 (Transparency and Disclosure), the Credentialing Board is vested with exclusive, independent, and non‑transferable authority to govern all certification functions. This authority encompasses the establishment of standards, the validation of competencies, the development and psychometric maintenance of examinations, and the issuance, suspension, and revocation of credentials, free from operational, commercial, or organizational influence.
The competency framework underpinning the CLLP™ credential is derived from a formally validated Job Task Analysis of LTACH leadership practice, ensuring that all domains, performance expectations, and assessment targets are grounded in documented evidence of professional practice. This methodology aligns with accreditation‑recognized requirements that certification standards be demonstrably linked to the actual knowledge, skills, and judgments required for competent performance in the field.
The examination system is developed, maintained, and periodically evaluated in accordance with psychometric and professional testing specifications consistent with accreditation expectations for fairness, reliability, validity, and defensibility. Examination development processes incorporate item‑writing protocols, technical review, content validation, security controls, and ongoing psychometric monitoring, ensuring conformity with the principles reflected in §§9.1–9.6 and with the broader conformity‑assessment expectations applied to high‑stakes certification programs.
Transparency and public accountability are embedded as mandatory structural elements of the program's regulatory framework. In accordance with §4.3, all governing policies, eligibility requirements, examination procedures, and candidate obligations are published and publicly accessible, enabling external review and supporting the accreditation‑aligned principles of openness, impartiality, and stakeholder confidence.
Professional certification authority in the United States is not granted by the government or conferred by accreditors. It is established through governance: an independent board of qualified subject matter experts, transparent published competency standards, and validated, psychometrically defensible examinations. A credentialing body does not need governmental authorization to begin certifying, nor third-party accreditation before its credential is regarded as valid within its profession. Legitimacy comes from the rigor of the governance itself — and the CLLP is built with that rigor from the very first credential awarded.

The LTACH Leadership Institute was founded by a former hospital Chief Executive Officer with a doctorate in adult education and higher learning and a Master of Business Administration — a combination of credentials and experience that does not exist anywhere else in the LTACH credentialing space. After years of leading healthcare organizations and observing the consistent gap between the complexity of the LTACH environment and the preparation of the leaders expected to navigate it, the decision to build the CLLP was not a business calculation. It was a professional obligation.
The experience of running a hospital — managing a P&L under CMS scrutiny, developing clinical leaders, navigating survey cycles, and building teams that care for the most vulnerable patients in American healthcare — is the foundation of everything the CLLP teaches. This is not a credential designed by researchers studying LTACH leadership from the outside. It was designed by someone who lived it. The EdD in adult education ensures that how the CLLP teaches is as rigorous as what it teaches. Adults learn differently than students.
